Check 21, also known as "The Check Clearing for the 21st Century Act", was enacted in October 2003 and will become effective October 28, 2004. This act will allow financial institutions to transmit an electronic image of a check (known as substitute checks) rather than sending the actual paper check itself. What does this mean for the person writing the check? It means that the entire check clearing process will change dramatically. Checks that may have taken days to clear in the past may now clear within minutes. For more information about check 21 please visit the Federal Reserve website.
